The Three Documents You Must Complete
- Form 1, Research Title Approval. Your supervisor approves it, then three research committee reviewers assess it.
- Form 2, Research Proposal. Your full plan, approved by your supervisor.
- The Thesis. A systematic review written to the SEU 2025-26 format.
The sequence is fixed. You cannot write the proposal before the title clears, and you cannot start the review before the proposal clears.
HQS 590 Form 1: Research Title Approval
Form 1 asks for six things: your proposed title, a brief background, your research questions, your study design, your proposed methods, and your expected outcomes.
Your title must name the study design and the study population
SEU states this on the form. A title that names only the topic gets returned. This is the most common reason Form 1 fails.

Three reviewers assess your title
This is where HQS590 differs from other SEU research projects. After your supervisor signs Form 1, it goes to the research committee, where three reviewers assess it independently. Each records comments and a decision, then the committee issues a final status.
Three independent readers means three chances for a vague title to be sent back. A title that names the design, the population and the outcome leaves far less room for a query.
The four declarations you sign
- The research is your own idea and has not been copied
- You will follow the ethical considerations set for your chosen study design
- Your project is terminated immediately if it is found to be duplicate or plagiarised
- The project is time-bound and you must report progress to your supervisor

The timeline is yours to set
The HQS590 proposal form includes a research plan table with the months left blank. Nothing is pre-filled, so you agree the schedule with your supervisor.
Work backwards from your submission deadline. Searching and screening take longer than most students expect, and quality appraisal cannot be rushed if you want the risk of bias tables to hold up.
If you are an EMHQ student on a compressed executive schedule, agree the dates in writing at the proposal stage. A blank timeline is flexible until it is late.

The HQS590 thesis is a systematic review reported to PRISMA. It is submitted for the Executive Master of Healthcare Quality and Patient Safety, through the Department of Public Health, College of Health Science.

- Data extraction, what was extracted and by how many reviewers
- Data items, every outcome and variable, with assumptions stated
- Data synthesis and analysis, including any software

Should You Register Your Protocol on PROSPERO?
PROSPERO is the international register of systematic review protocols. Registering before you start records your question and methods publicly, and it is standard practice in health research.
One completed project in this format registered on PROSPERO and cited the registration number in its abstract. It is not stated as an SEU requirement in the documents, but it strengthens a review and supervisors notice it.
Ask your supervisor whether they expect it. If you register, do it before screening begins.
